Hamburg Daycare Voucher: A Simple & Concise Explanation

The daycare voucher in Hamburg makes it easy for families to find a good daycare spot. With this voucher, the city covers all or part of the costs, ensuring that every child has access to reliable, high-quality care. Up to five hours a day are free for everyone; longer childcare hours are subsidized based on income. Applying for the voucher is simple—you can do it online or at your local district office—and it gives you the freedom to choose the daycare center that best suits your child.

Overview of Voucher Types

5-Hour Gift Certificate

Since August 1, 2013, the following has been in effect in Hamburg: Every child, from the age of one until they start school—regardless of their parents’ employment status—has a legal right to five hours of care per day. This includes not only loving care provided by qualified educators but also a hot lunch. You can also use the voucher at our Stadtküken daycare centers: Here, your child will find not just a spot, but a place where they are seen, supported, and guided with care on their journey.

6-Hour Gift Certificate

In Hamburg, you can extend childcare hours beyond the standard five hours using the 6-hour daycare voucher. Parents pay an income-based copayment for this, which is capped at a maximum of €115 per month for six hours of care. If you need more childcare time, you can also book additional hours privately.

8-Hour Gift Certificate

With the 8-hour daycare voucher, you can flexibly extend childcare hours to cover your workday—a particularly good solution for parents who are employed or enrolled in a training program. The copayment is income-dependent and capped, so that a maximum of €191 per month is charged for eight hours of care. If you need additional time beyond that, you can book extra hours privately.

10-Hour Gift Certificate

The 10-hour daycare voucher is ideal for families who need longer childcare hours due to extensive work commitments. Here, too, the copayment is calculated based on income and is capped—for ten hours of care, you’ll pay a maximum of €204 per month. In addition, you can always add more hours privately if your daily routine requires more flexibility.

12-Hour Gift Certificate

For families with the greatest need for childcare, there is the 12-hour daycare voucher. It offers you maximum security and flexibility when your daily routine—whether due to work or education—is particularly demanding. The parent contribution is based on income and is capped at €204 per month. Please always check with your daycare center in advance to see if 12-hour care is available.

Was sich ab August 2027 ändert

  • Der Höchstbeitrag für 8 Stunden Betreuung (inkl. Mittagessen) steigt zum 1. August 2027 von 191 € auf 320 €, zum 1. August 2028 auf 336 €.
  • Beitragsfrei ist die Betreuung künftig bis 2.650 € monatlichem Netto-Haushaltseinkommen bei 2-Personen-Haushalten (bisher 1.023 €).
  • 5 Stunden Betreuung täglich inkl. Mittagessen bleiben für alle Kinder kostenfrei.
  • Neue Geschwisterstaffel: Das zweitjüngste gleichzeitig betreute Kind zahlt 50 %, das drittjüngste 25 %, ab dem vierten Kind entfällt der Beitrag.

Die vollständigen neuen Beitragstabellen hat die Stadt noch nicht veröffentlicht. Sobald sie vorliegen, wird der Rechner aktualisiert.

HOW IT WORKS, STEP BY STEP

Applying for the Daycare Voucher

1. Submit an application

You can apply for the daycare voucher either directly at the district office in your place of residence or easily online via the City of Hamburg’s website. The application process is quick, but it’s still a good idea to plan ahead: It’s best to submit it three to six months before your child is scheduled to start daycare. This allows enough time for processing and ensures that your voucher will be ready in time for when your child starts daycare. If you already know how many hours of care you’ll need, you can specify that right away—otherwise, the application process will guide you through each step.

2. Select the level of care

After you submit the application, the agency will assess your individual childcare needs. They’ll determine how many hours of childcare per day are appropriate for you—for example, based on your work schedule, education, or other family circumstances. You will then receive a voucher for 5, 6, 8, 10, or 12 hours of daily care. Very important: Care for up to five hours a day is free for all families. This means that every child in Hamburg has guaranteed access to a daycare center—regardless of their parents’ financial situation. If you need more care time, it is subsidized based on your income. Our daycare center directors are always happy to advise you on determining the appropriate and maximum amount of care for your family.

3. Determine the copayment

For more than five hours of daily care, you pay a copayment—based on your income. This way, each family pays only what they can afford. There’s also a cap on the fee, which means you won’t pay more than €204 per month, even for full-day care of 10 or 12 hours. For low-income families or those receiving government assistance, this fee is waived entirely. This is to ensure that every child—regardless of their family’s financial situation—has access to quality childcare.

4. Note the validity period

The daycare voucher in Hamburg is generally valid for one year. After that, you’ll need to submit a renewal application—preferably no later than three months before it expires—conveniently online or at your local district office. The XL voucher is a new option: For children ages 1 and up, you can use it for up to 5 hours of care per day (including lunch) without an annual renewal until the child starts school. For longer care hours (6, 8, 10, or 12 hours), you’ll still need to submit an annual application.
